Government Invites Consultants to Develop Master Plan for Rasmalé Eco City

The Government has officially invited consultants to prepare a comprehensive master plan for Rasmalé, marking a major step forward in the development of what is set to become the largest housing project in the Maldives’ history.
According to the Ministry of Finance and Planning, the selected consultancy will be tasked with designing a master plan that is economically viable, environmentally sustainable, and aligned with the Climate Risk Adaptive Island Planning Model—a framework designed to ensure resilience against the long-term impacts of climate change.
Rasmalé is being developed on 1,009 hectares of reclaimed land in the Fushidhiggaru lagoon. Reclamation work began on 18 December 2023, marking a major milestone in the Government’s broader initiative to ease population congestion in Malé and nearby islands.
Envisioned as an “Eco City,” Rasmalé aims to become the Indian Ocean’s first “Zero Carbon City.” The Ministry of Planning has stated that the city will integrate renewable energy solutions, sustainable technologies, and green innovations to promote environmentally responsible urban living.
Once completed, Rasmalé is expected to provide 65,000 housing units, with the first phase of 15,000 units already contracted to a Chinese construction firm. The city will feature modern infrastructure, public facilities, and abundant green spaces, creating a high-quality, sustainable environment for future residents.
The Ministry added that the consultant selection process will be conducted under the Quality and Cost Based Selection (QCBS) method in line with the Public Finance Regulation. Interested firms have been invited to submit Expressions of Interest (EOI) by 14 October 2025.
